The decision of the Revolutionary Leadership Council, No 160, in 1987
Based on decision No. 160 of 1987, Saddam Hussein appointed Ali Hassan al-Majid as the head of the Northern Bureau office, granting him full authority to implement the leadership goals of the Ba’ath Party throughout the northern region, including the autonomous Kurdistan region to preserve the ideas of the Ba’ath Party, which imposed security for itself and instability for the Kurds, tyranny, and dictatorship by eradicating the Kurdish lineage from Kurdistan.

Decision:
Based on the provisions of Clause 1 of Article 42 and Clause 2 of Article 43 of the Constitution and the implementation of the decisions taken at the joint meeting of the Revolutionary Command Council and the Regional Leadership of the Arab Socialist Ba’ath Party on 18/3/1987.
The Revolutionary Command Council decided on 29, March.1987 as follows:
Ali Hassan AI-Majid is a member of the Arab Socialist Ba’ath Party’s Regional Leadership. He represents the Party and the Revolutionary Command Council in implementing its policies in all northern regions, including the autonomous Kurdistan region. The goal is to maintain regional security and stability and implement autonomous laws.
Secondly, he is a member of the Regional Leadership. He has all the powers related to this decision and all the country’s administrative, military, and security institutions, especially those related to national security affairs and the Northern Affairs Committee.
Thirdly, all parties involved in the northern region are members of the Regional Leadership and will adhere to its decisions and recommendations and perform their duties as stated in the decision.

4/ The leadership of the National Army (Command of the People’s Army)
Fourth: All military leaders of the region will be attached to the command of the Comrade Leadership of the Kurdistan Region for all matters related to (first) this decision.
Fifth: This decision is effective from the date of issuance until a “secondary notice” or cessation of work by a legal decision contrary to this decision.
